the entire screen is moving around when I move the mouse. I have accidentally turned something on quit do not know why

I am on a Mac mini pro running os 15.6

You are zoomed in. You need to zoom back out.

If you go to Apple > System Settings > Accessibility > Zoom you will find the basic Zoom settings.

To take those setting a step farther, click Advanced... at the bottom of the Zoom settings.

going one step further into advanced in turned off the setting
