MacBook Pro stuck on “Choose Network” screen and won’t restart
my book is not restarting I am having issues with it I have tried multiple times but is not coming up

Press and hold the power button until the Mac shuts down hard; hold for ten or twenty seconds or so.
Boot into Safe Mode.
Start up your Mac in safe mode - Apple Support
Try again.
If that fails, try Diagnostics.
Use Apple Diagnostics to test your Mac - Apple Support
Failing that then contact Apple Support, and discuss ypur options and alternatives with them.
