Messages not going through on IPhone but going through on my mac

So I just got a new phone, and when I go to send messages to my friend at first they were green which was confusing considering she has an iPhone, and it wasn’t dead or that I was blocked. The next morning it’s no longer green but the messages she’s sending only deliver fully when my MacBook is on. What makes this more confusing is the fact I still get the notifications and the like buzz from it if I’m in chat, but regardless there is no message showing unless I have my MacBook open and on. I’ve restarted my phone and had message forwarding off, but it’s only her and one other person I text where this issue occurs.
