ScreenTime is time limiting all apps even when iPad hasn't been used

I have 2 iPads, one for each of my kids. I have screentime setup and configured exactly the same way on both,.

4 limits setup

Games 1.5 hours

Roblox 1 hour

YouTube 1 minute

all apps 3 hours

there are a list of "always allowed" apps setup as well.

Downtime is configured from 8:30pm to 7am.


My daughter was on her iPad for 1 hour and 2 minutes and all apps not listed in "always allowed" went time limited.

My son who has the exact same configuration and was on his iPad for the same amount of time was fine still.

Both devices have been updated to 18.6.2.


What I think I've figured out is that even though she was on her iPad for a total of 62 minutes, she had opened 6-7 different apps and websites so cumulatively all "apps" were running for 178 minutes. her usage showed safari for 8 minutes and then the individual websites in addition.


When I checked my son's iPad, he had only 1 app show up and its usage matched his overall usage.


This seems like a flaw in the screentime logic. Has anyone else encountered this or have a solution?
