Wired CarPlay not working on iPhone 16 with VW Atlas

My iphone 16 (Phone 1) will charge with a wired connection to my VW Atlas but Carplay won't connect (it doesn't have wireless carplay). A different iPhone 16 (Phone 2) works as expected with the same USB cable and port. I attempted to clean the USB port on Phone 1 but nothing changed. Anyone know if this is a hardware issue?
