There is a special on A&E called Fame and Fentanyl that airs on the East Coast at 9ET and will play on the West Coast at 9PT. I want to watch it on Apple TV on the West Coast at 6 PM. Is there any way to stream the East Coast feed in order to do this?

No.
Only if there is an app, such as A&E, that is going to stream that feed. Content viewed on the Apple TV+ service is dependent on the service subscription you have and the content that service offers. The Apple TV+ subscription does not include a subscription to the A&E channel.
Is there a way to watch an East Coast feed on Apple TV A&E channel, while I am on the West Coast?
