Have you tried updating via a pc or Mac instead?
On Macs running macOS Catalina or newer:
1. Connect your iPad to the Mac with a cable.
2. Select your iPad, then click General at the top of the window.
3. Click Check for Update.
4. To install an available update, click Update.
On Macs running macOS Mojave or a Windows PC:
1. Connect your iPad to the Mac or PC with a cable.
2. Open the iTunes app, click the button resembling an iPad near the top left of the iTunes window, then click Summary.
3. Click Check for Update.
4. To install an available update, click Update.

I finally figured it out. There's not enough room on the iPad for the update. I only need my calendar and Square app. I deleted everything I could. Finally dumped old messages (as can't delete app) ... and it worked! Whew ... what fun.

Your iPad6 is capable of update to iPadOS 17.7.10 - but not iPadOS 18.x.

Be aware that while an iPad may be capable of update, in some circumstances you may need to use a computer to perform the update*. If you have a beta profile installed, ensure this has been removed from your iPad - as, otherwise, installation of production software updates may be inhibited. This support page provides the necessary information to remove the beta from your iPad:

You should note that for your iPad to install an available update, its battery must be charged to at least 50% capacity - and/or be connected to its Power Adapter. Similarly, the iPad can only be updated over a standard WiFi connection - or be updated by a PC or Mac using iTunes or Finder - over a USB connection.
Originally, it said there wasn't enough space to update. I deleted a lot of stuff. It finally started the update. Then the update failed. I tried the update again ... it finally updated.
This is a bit like childbirth.
What happens when you go to Settings ➜ General ➜ Software Update exactly?
Does it issue an error?
If so, what does it say?
