Restoring Photos from iCloud backup (not iCloud photos)

I don't know how you did that. If pictures were backed up in the iCloud backup, then they would appear when the phone is restored. If you see pictures at iCloud.com, then they are in iCloud Photos. If you turn on iCloud Photos on the phone, then any pictures in Photos at iCloud.com will be copied to the phone.

But if this is enabled Set up and use iCloud Photos - Apple Support it isn't in the backup.

I concur with muguy did you actually restore from backup.

Download All of iCloud:

If you wanted to, you could download all of iCloud, and then search what is in there. Perform my User Tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip. You would then use the Search Bar in a Finder window to browse all of iCloud.

Where exactly are you seeing this? You cannot explore the contents of a backup at iCloud.com. Nor can you see the settings at iCloud.com. Can you share a screenshot of what you see?

When the device was reset, did he elect to restore from the backup? That’s the only way to get a backup back onto a phone.

But was iCloud Photos turned on during the last backup? Being turned off now influences the next backup.
