Old issue, new issue, what changed.(?)..you do not paint a very big picture here as to where to start.

What I can say—

This is a Carrier feature— verify it is offered from your cellular carrier...otherwise there is no trick here.

Contact them if they need to enable the option on their end for it to be accessible to use?

Occasionally I can't connect a MacBook to iPhone hotspot -- I fix that by just rebooting the Mac (or while I am at it, reboot also the iPhone, just in case). Then it has always worked again.

...did I already say that rebooting is my #1 troubleshooting step.
