How to sync alarms between Apple Watch and iPhone?

I’ve been trying to get my alarms on my iPhone 13 to go off on my apple watch (Series 6) but they only go off when my phone is locked. I just updated both devices to the newest iOS/watchOS and I’m still having problems. I’ve also restarted both devices and the first time I restarted both it was fixed temporarily before it stopped working again. I’ve also repaired my watch and it still only works when my phone is locked. I’d love any help because I’ve been trying for a bit now and my watch helps me wake up.

That's correct.

If your phone is unlocked, the assumption is you're using it and can see the alarm.

Shy is your phone not locked when you're sleeping?

I want to be able to turn off my alarms/timers throughout the day not only when I’m sleeping or my phone is locked. I was able to do it before and now it doesn’t sync to my watch because sometimes my phone is unlocked but nowhere near me or I can’t find for a bit so I like having the option.
