I have tried to get rid of Dark mode / private browsing on my I - phone 11 for 3 mos.
no matter what I change ‘in setting’ it stays in Dark Mode 🙃

To be clear, Dark Mode and Private Browsing are different things. For instructions to enter or exit Private Browsing, Browse the web privately in Safari on iPhone - Apple Support. Turning Dark Mode on or off is described in Adjust the screen brightness and color on iPhone - Apple Support.
If you suspect something is amiss with Safari specifically, you can experiment with using a different Profile: Create multiple Safari profiles on iPhone - Apple Support.
