How do I make Screen Time ask parental approval for previously downloaded apps?

Ask to buy is enabled on my devices.. It asks my parents if I can download x app, that is normal, but when I install an app and then hide it from my purchases, it still proceeds to download the purchase that I hid on the app store, how do I make it so screen time asks my parents or guardians that I'm downloading a specific app EVEN when I already downloaded it but deleted it?
