Sequoia: How to change the speed of photo rotation in the Photos Screensaver?

You're right. Don't know if the document is wrong, i.e. it's a feature that has been removed previously, or that the features have been left out. Tell Apple what missing features you'd like restored or new features added to the system via Feedback - macOS - Apple.

As a test —choose to to rotate through several slow-motion aerials as your screen saver, and see if that enables your "speed of rotation" option?
