In Settings, I have chosen the Shuffle function of a specific Photos album.
However, my Mac has not actually changed the wallpaper. Instead, it remains the original forest photo that it was set to by default out of the box.
Is this a known issue? Is there a fix?

Hmm... next try:
Selecting a different Wallpaper Theme from the default supplied list and test it.
Then go back to Add Folder or Album and select an Album from that list and test.

I did a Safe Boot, in which the lock screen wallpaper was indeed one of the images from the album, but the desktop wallpaper was still the default forest.
Then I did a regular reboot - same thing. Lock screen has an image from the album, desktop wallpaper is the forest.
So unfortunately, no dice.
For now this seems to have worked! Specifically:
I even tried the "change every 5 seconds" choice, just to test, and it seems to be working.

Unfortunately, the problem has reappeared. We are back to the default "forest" wallpaper.
When I choose a different built-in theme, it successfully changes. I quit Settings.
Then I re-open settings, choose the album accordingly, and instead, it resets itself to the default forest.

Startup in Safe Mode followed by a normal Restart and re-test the Wallpaper.
