location services forgets permission grants constantly

For about a month now, my Apple Watch (that worked perfectly fine prior) stopped displaying weather, and my phone continually prompts me to grant location sharing permissions to the weather and calendar app. I have restarted both devices, and I’ve taken screenshots of my changing the permission setting to “Always” for both apps to prove to myself that there should be no reason for it to keep asking. However, it doesn’t matter how many times I grant permission, it will just keep asking multiple times per hour.

as a related issue, every time I open “Messages” it asks if I want to share my “focus”/“do not disturb” status and I indicate that I will allow it. It will also continue to repeatedly ask me indefinitely.

I even tried changing the watch face settings from displaying my current location’s weather to showing a designated location but it forgets that setting preference immediately too.
