How to sync iCloud data from an old iPhone to a new one?

i got my dad a phone for his birthday. i am setting it up and wondered if what he has synced from old phone automatically sync to new phone? i have only just turned off iCloud sync on new phone.

because i am posting this phone to him today i will turn icloud sync back on later on before i shut down phone.

i am just wondering if i need to reset phone in order to get everything from iCloud? i was thinking i shouldnt have to do that but ........
