Photos must be backed up to at least iCloud or somewhere else, before something goes wrong. No, the phone can't be connected or accessed anywhere other than the phone itself. If the phone is unavailable, see this on what you need to do, but be advised any data not backed up, will be lost --> If you see an iPhone, iPad, or Apple Vision Pro unavailable message or Security Lockout screen - Apple Support

You can't. The only option at this point is to erase and restore the device. Anything that was not backed up or synced to the cloud is gone.

No.

If the "iPhone Unavailable" screen says "try again in XXXX", that means that your daughter still has a chance to unlock the phone without losing her data. The timeouts get longer and longer the more incorrect attempts you make, so if the phone says "try again in 8 hours", she only has one more chance to enter the correct passcode.

If there is no "try again" message and there is no "Forgot passcode?" option, the only way to get back into the phone is to reset it. That will wipe everything on the phone (which may already have wiped itself).

The "Forgot passcode?" option only appears if you have changed the passcode within the last 72 hours. I am guessing that isn't the case here.

One more suggestion: Lots of people who don't use iCloud Photos nonetheless use iCloud Backup.

If you don't use iCloud Photos, but you have Settings>Apple ID>iCloud Backup turned on, then you may be able to recover data from the last 30 days or so. You should look here:

Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

“Restore” is what you do when you buy a new phone, so this safety, if you have it set, requires you to erase everything on your phone and replace it with the backup.
