iPad stuck in recovery mode despite hard restart

I pad is stuck in recovery mode. Tried the hard start but still get the same results. Screen eventually says Recovery and says the y will look for an issue and attempt to resole. obviously issue is not resolved. Thank You for any help

Unless the iPad has a bootable Operating System, the iPad will not exit recovery mode.

You’ll need access to either a Windows PC (with iTunes for Windows installed, or more recent Apple Devices App) or a Mac computer (with iTunes or Finder - as appropriate for the installed version of macOS).

Update to the latest version of iTunes – Apple Support

Use of a PC or Mac computer is unavoidable. If you don’t have access to a suitable computer of your own, that of a helpful friend or family member will suffice.
