Apple Business Manager | no option to add MDM server

You are in the right place. Do you see the Add button next to Device Management Services? Press that button to create an MDM token. Note, you will need an MDM and export your private key from the MDM.

Once you've created the MDM entry, assign your devices, device your auto-assignment behavior, and decide if you want device release to be be managed by your MDM or managed independently through Apple Business Manager.

Which MDM are you using?
