How can I effectively search 1700 notes stored in 25 ipad folders?

The search function operates on all 1700 notes and doesn't do a good job of it. I want to at least limit a text search to a specific folder. Smart folders don't help. I haven't used tags because I began writing notes five years ago. Do I have to get a different app?
