Is iPadOS 18.1 stable with iPad 9th generation?

the only ipadOS that is currently signed for ipad 9gen is 18.6, so you would never be able to install ipados 18.1

since it's the only one signed then at least apple must view it as stable enough

Unknown. But it will offer to update if 18.6 is not installed.
