Try the Following:

A. Reset the SMC and your NVRAM:

Aplies to Intel-Based Macs Only). Sometimes when changes are made to the system(i.e. updates), system configurations (i.e. for Keyboard and Touch ID) become manipulated, technically. So, reset the SMC and NVRAM

B. Go Here:

C. Boot in Safe Mode:

In Safe ModeLogin Items do not run at login, certain preferences are set aside, and damaged system files are then reset. So, once booted in to Safe Mode, wait 30 seconds, and then boot up normally, attempting another use of the keyboard and Touch ID. Go Here: Start Up your Mac in Safe Mode - Apple Support

D. Bug Fixes:

Connect an external keyboard. See if you then use the keyboard. If so, try updating your Mac. Updates contain bug fixes. Important: Be certain to  back up your Mac prior to making any major changes to it, successfully as au update. In doing so, you with have something to restore store your Mac from from, should anything go wrong with the reinstall.

"Hi there, just wondering if you're still having this issue. If so, I believe it is an Accessibility keyboard feature - easy to fix but hard to find! Let me know "
