Unusual app access to Contacts on iPhone

As per App Privacy Report many apps that seem to have no business with Contacts are accessing them. Screenshot:

I guess Health continually checks who my Emergency Contact might be, but otherwise I'm not sure. I received no message or mail around the time, or more specifically I haven't used any of these services to need contacts - the latter case would be the only understandable to me that data is even accessed.

It's not an isolated sample either, it seems to regularly be like this.

Further, under Privacy & Security only Whatsapp with Limited access is allowed under Contacts overview there..

What goings on, anyone knows?

Considering none of these apps were in use tho? Also why are they not simply listed under Contacts' permission apps?

Btw I'm not suggesting something's wrong with my phone specifically, just all this don't really add up. I'm glad for the App Privacy Report but like what now

Why Whatsapp additionally needed Camera, when app hasnt even been open is a whole other topic I guess
