Estimate for Turn-by-Turn Navigation in Azerbaijan?

Apple Maps Turn-by-Turn navigation is working in many countries around the world, but still not in Azerbaijan. Is there some estimate when Turn-by-Turn navigation is to be enabled for Azerbaijan?
