ipad pro screen time issue -- app limits not working ios 18

Currently have a 2023 iPad Pro 13 inch that is not allowing me set app limits.

It does allow me to set the app limits, but then does not kick the user out upon hitting that compliment instead allows them to ignore the app limit.

How do we improve the situation because it is dire that I get this fixed this is for my child. I do need compliments on certain items during certain hours of the day.

Additionally, the screen time limits are not working where we can block focus as well. This is an ongoing issue that does not seem to be getting resolved. I do not have the issue on my iPhones. We have three different iPhones in our household three different generations of them they are all working appropriately. We additionally also have an iPad Air that is working appropriately as well.

Please advise.

please note that we have:

Reset the screen time password (2x)

Reset the entire screen time system (4x)

Restart the iPad

Force restarted the iPad (4x)

Force restarted the iPad and let it sit

Factory reset the iPad (only added 1 app and still had the same issue)

So please advise if there is something else we can do— even if that includes reverting back to a different iOS system. This was a non-issue on iOS 17.
