why is my email blocked when my daughter tries to share her location with me?

When trying to share my daughters location with me it says "share location unavailable. please try again later" When I go into settings under share my location it has my email address blocked as a family member and I do cannot figure out how to unblock it. I do not believe she has any screen time restrictions in place.
