How do I stop my mac from turning on my iphone hotspot?

For months my computer has been joining my iPhone 14 hotspot. It's really annoying, it slows me down. I turned the hot spot off on the phone. I forgot the network on the computer. I changed the phone's name and the hotspot password. No matter what I do it keeps doing this. It happens on two different laptops. I don't understand why my mac even has the capacity to toggle on the hotspot button on the phone. I've tried every setting I can think of. Help.
