How do I stop Apple Music notifications on my iPad Air?

I have notifications set to off, including for new Music in Apple Music.

The app periodically forces a banner when I start the app, asking me to consider turning on notifications for new Music. To get rid of this, I must select "maybe later".

I consider this a notification, as it has to be dismissed.

As a feature request: can Apple please respect my wish to have no notifications, and remove this banner functionality.
