Saved Receipes are not synced between iPhone and Ipad

I subscribe to News+, and have saved recipes periodically from the food channel. Today i found out that saved recipes are different on my Ipad versus my iPhone. Both devices are signed in under my apple id. I rebooted my Ipad (since that had only a few saved recipes). Overall i think the food recipe section is very limiting anyway since you can't really use them outside the devices like other recipe managers. This issue only compounds how limiting this feature really is.
