Managing iCloud photos in storage for photo gallery without taking space

If you keep iCloud Photos turned off on your phone, they will be stored in your backup, but I don’t think that’s what you meant. You cannot store them and access them ONLY from iCloud, no. That’s not what iCloud is for. It’s really a syncing service, not a storage service.
