Can family members set alarms on HomePod mini

so, my husband and I both wake up to music from Apple Music on a HomePod mini stereo pair. However, I am the primary owner and we take it in turns to pick what song we will wake up to. We have very different music taste and I don't want his music spoiling my algorithm, but when we went to try and set an alarm for him, despite the fact he's listed in the family group, he can't seem to set an alarm in the home app. Is it only me who can set alarms?
