Setting Time Machine to back up documents stored on iCloud drive

There used to be an option in Settings to disable Optimize Mac Storage so that there would be a local copy of documents stored in iCloud drive that would be backed up by Time Machine. Can someone please tell me how to get Time Machine to back up documents stored in iCloud drive in Sequoia? I'm not seeing that option any more in settings.
