Why isn't this Windows 11 folder uploading to iCloud?

As you can see in the screencap below, I have two folders in my iCloud drive in Windows Explorer, Faves and Maldives. Maldives appears under Albums in iCloud Photos and is accessible from my iPhone and iPad. Faves doesn't show up anywhere. Maldives was dragged to iCloud three days ago and Faves was dragged there yesterday. How can I get Faves to show up in iCloud and on my other devices?
