i can't add participants to a shared album anymore

I have had a shared album for 6 years and I have been able to add subscribers the whole time. Until now when I can’t- there is no button “add participants” at the bottom or the list like other shared albums

there are less than 60 participants (less than max of 100) and I am still the owner and I am able to make all other kinds of adjustments to the album
