Is the Journal app available on iPad?

On the App Store on my iPhone 15, it says that Apple’s Journal app is available on both iPhones running iOS 17.2 and iPads running iPadOS 17.2. However, I can’t find it on the App Store on my iPad, even though it’s running iPadOS 18.6.

Is this just an issue on my end, or are others experiencing this inconsistency too?
