How to share iCloud+ storage with a child in Family Sharing?

We have an iCloud+ subscription and we have family sharing set up, but we couldn't figure out how to get our 14 y/o son to be able to use the iCloud storage. Does anybody know if the system automatically doesn't let kids use the family storage? My son is using an M3 MacBook Air

Storage should be available on devices logged in to an Apple ID that is part of family sharing.

Do note, iCloud+ will not change the amount of local storage on the Mac though.

But you can verify he has access to it by going to System Settings ➜ Apple Account ➜ iCloud.

His Apple Account automatically uses from his personal iCloud, he is in the Family Sharing account. Another member is able to access the iCloud+, the only member that can't is my son's.
We realize that local storage doesn't change, he just want a place to store the gigabytes of photos that have piled up.

So what do you see the you go to System Settings ➜ Apple Account ➜ iCloud on his Mac exactly?

Also, yes, iCloud will not let out son offload pictures from his Mac, they'll still use space on the Mac since it's a synchronization service not an off device backup.
