iCloud "Restoring..." not ending and photos not syncing

I’ve been on the 50 GB iCloud plan for a few months, but in my most recent trip I ran out of space for all the pictures and videos and upgraded to 200 GB plan.

Now that I’m back home, I want to download them all on my pc, and I’ve always downloaded them through iCloud.

But now, most of the new videos and pictures don’t seem to sync. Instead, all I get is “Restoring…”, despite not being on low power mode and being on wi-fi.

I didn’t set up any device recently or restored from a backup, so I don’t understand what I am doing wrong. Obviously, I have a lot of space empty still. Nothing seems to help.

For instance, I have the latest iOS version (18.6) on the iPhone 13.
