I have many movies missing that I purchased in Appstore Chile after I moved to Australia. The weird thing is that Apple has the same movies that I have missing in AppStore Australia and I’m able to repurchase them. What’s the logic behind this? (Same movies with the same specs)

I believe the problem lies in licensing issues. When you purchase movies or music, you are purchasing a license to enjoy them in the country registered to your Apple account. If you move out of that country, you are no longer in the licensing area, and as you have seen, may have to repurchase them. As Rudegar suggested, you should reach out to Support for verification.

You are right, support told me that its a licensing thing. I geniuly thought I was buying the movie and not a license. It would be nice to know in which countries can you play the movie before the purchase, it would be a more transparent transaction.
You can play copies you already have anywhere in the world; it's redownloading music and videos from a different country's store that isn't free.
Download and back up your purchases. Even ones which can be freely redownloaded may get removed.

I can only speak to my own experience and that of others who have confirmed that it worked for them.
When you move your Apple Account to a new country/region, you are starting fresh with no purchases. However, if the same content is available in the new country/region, if you go through the motions of buying it again, in the final steps of the sale, the App Store realizes that you have bought this content before and will offer to download it for free.

I did download them before changing region and I can even see it them in the iPad storage just sitting there without being able to play them.
