After years without issue, I am no longer able to log into my Apple ID to access Apple TV+ through tv.apple.com in Chrome. After entering my user id, password, and approving it on the iPhone; I'm returned to the sign in screen to start all over.
Disabling pop-up & ad blockers has no effect.
Have you tried the Apple TV App from the Microsoft App Store?

Do note, installing this app, will limit the iTunes application to only Books and Podcasts.
For the website, maybe try a different browser. Firefox or Edge.
Can you log in to any other Apple website on Chrome?
Have you cleared cache and cookies on Chrome?
