Unable to share AirTag location with daughter's number due to inactive Apple Account

When trying to share air tag location, select daughter number which is grey out, shows box saying isn’t linked to an active Apple account. We changed to 02 and her temp sim number was showing in her account so they sorted it to delete that number so just her original number is showing. But still not working and grey out. Her temp number is still in my phone and isn’t grey. How do we fix this as can’t share and she can’t share her air tag location either. 02 said contact Apple but does seem to be their fault with numbers?
