Downtime/App Limits still not working Aug 2025

This has been broken for years, with countless posts here and other places about kids being able to use their devices and apps despite these things being set up properly. Multiple websites show us dozens of things to try and still the problem persists.

How does the community handle major bugs like this that Apple refuses to fix? How can we continue to hand our kids Apple devices when the company so completely fails to provide us control over them?

Surely the answer can't be Android. Are frustration or a surveillance OS really our only options?
