windows would always jump to the top when I scrolled and, no matter what preference setting I changed

I have followed the instructions to prevent the window from jumping toward the top when I open a folder, but it appears I have everything in view options the way it was stated to fix the problem. I did go to terminal but the file I was directed to doesnt exist, at least on my 12.7.6 system. I can not update beyond where I am so I am stuck. Since my brother has a much newer computer, and the latest software, has the exact same problem. We went thru the settings online with each other and nothing.

So I am guess what ever is causing this is built with in the OS and we are stuck with this jumping around.
