A ready-for-use Mac should present you with either the "Hello" screen that cycles through languages or a Select Your Region dialog box. If you see something other than that, it is possible (likely, in fact) that you've bought a lovely paperweight because Activation Lock was not disabled or the computer is enrolled in an MDM system (basically meaning the Mac was obtained through illicit means before being sold to you).

Only items that have been purchased directly from Apple, either online or at an Apple Retail Store

Please provide more specific information. Have you set it up? If so you would have created (1) a user name and (2) a computer startup password. Was this done?
