Tap hold the contact and see if it is stating “blocked” there, you can click to deblock in that drop down menu

As far as "why" it is blocked, that would be because you blocked it. We can't guess your reasons other than you did not want them to contact you.
Sorry -- I didn't mean to sound obtuse. It was an unintentional block of a close friend. One of the mysteries of technology -- and technology can't make up for clumsiness. :-)
