Why can I only recieve promotional emails and no others. Or send?
The only emails I am receiving on a recently purchased second hand laptop is promotional emails.
I am also unable to send emails

You should reinstall macOS and set it up as a new device, just to be sure, that there are no restrictions set up or other profiles installed, in case it has been a managed device.
