While the Recently Deleted folder is designed to provide a 30 day safety net, it’s incorrect to suggest that deletion from there makes recovery impossible.
There have been multiple cases, especially after Tier 2 escalations, where Apple Support was able to retrieve photos even after users had emptied their Recently Deleted folders.
Cloud infrastructure doesn’t operate like that. Files aren’t instantly vaporized. Data persistence, cache layers, and delayed sync operations often create short windows of recoverability.
Of course, no one should rely on that. But it’s simply inaccurate to state that Apple, or “anyone” cannot assist beyond the UI safety net. Sometimes they do. Especially when the company you’re dealing with is as considerate as Apple.
And Apple certainly wouldn’t consider a good faith attempt to help a user a waste of time.
If you deleted them from the “recently deleted” section as well, there’s nothing you, as a user, can do.
But you can try contacting Apple Support. They may be able to help you, assuming the photos were deleted recently.

That would be a waste of time for everybody involved.
Apple provides a safety for accidental deletions-- the Recently Deleted folder holds pictures for 30 days before they are erased. If you defeat that safety by prematurely erasing pictures from Recently Deleted, then neither Apple nor anyone else can keep providing additional safety steps.
