How can I recover missing messages on my new iPhone after restore?

Yesterday I had to get a replacement iPhone, after restoring the phone and syncing with my cloud everything seemed to be there except a few messages are missing. They are in iCloud and on my other devices but they will not show up on the new phone. I have signed out/in of my iCloud account, turned message syncing on and off, forced synced messages. No matter what these few messages will not show up on my phone. I know it's not critical but they are kept for a reason and are showing up everywhere else.
