Unable to activate iMessage after sim was changed to eSIM on new iPhone 16 pro

After I changed my iPhone 11 to iPhone 16 pro with eSIM only I unable to activate my phone number with iMessage.

enabling and disabling iMessage and facetime with restarting phone don’t help. Resetting network configuration also don’t help.
