I am unable to close pop-ups that are larger than the screen on my iPad

why are there two applications that show up bigger than my screen? Is there a adjustment to fix this? there are two online casino apps that come up bigger than my screen. It is kind of annoying when you can not get to the x to close the app.

If you download a game with pop ups there is usually a X at the top right hand corner that you can tap to close that window. In two games that I have the x is off the side of my screen and you cannot scroll or anything to get to it. Is there someway to fix that or is that software just bad?
