How Do you use home without HomePod

You don't need a hub to use many of the HomeKit features. A hub (which can be a HomePod, Apple TV or iPad) is required for accessing devices when you're away from home.

iPad can no longer be used as a hub for HomeKit, or at least it can't with the (now not so) new home architecture, and the old architecture is getting cancelled this autumn. See Update Apple Home - Apple Support for details.
